Deadline Approaching for Class Q Planning Transition – Act Now for Larger Dwellings

In April 2024, the Government introduced significant changes to the ‘Class Q’ permitted development rights, which govern the conversion of agricultural buildings into residential properties. Among the most noteworthy updates is the increase in the number of dwellings permitted on a single agricultural unit, rising from five to ten. However, the changes come with new restrictions, including a limit of 150 square meters per dwelling, with a total maximum floor area of 1,000 square meters across all units. For the first time, rear extensions are now allowed as part of these conversions.

As part of the new framework, the eligibility window for buildings has also shifted. Structures must have been in agricultural use as of July 24, 2023, to qualify. Additionally, the scope has been expanded to include non-agricultural buildings within a farm and buildings that are no longer part of a farm, provided they remain in agricultural use.

However, strict criteria still apply. Listed buildings, barns within National Landscapes (formerly Areas of Outstanding Natural Beauty), Conservation Areas, and other protected designations are excluded from benefiting from these changes.

Transitional Deadline for Larger Dwellings

For those considering larger Class Q projects, time is running out to apply under the previous rules. The Government has provided transitional arrangements, allowing applicants to submit Class Q applications under the old guidelines, which permitted larger floor areas of up to 465 square meters for individual dwellings. However, this provision will expire on May 20, 2025. After this date, the new restrictions, which cap individual dwellings at 150 square meters, will apply.

Those interested in pursuing a Class Q project for a larger dwelling must act quickly to submit applications before the deadline. This is a time-sensitive opportunity for developers and property owners looking to take advantage of the previous, more lenient size limits.
